District Meeting
MINUTES
10 a.m. – 12 p.m., Saturday
March 20, 2004
Milford Yacht Club
1. The Meeting called to order at 10:15 AM.
2. Roll call of District Fleets in good standing.
C.L.I.S., Huntington Bay, Mid-Connecticut and Narragansett
Bay fleets were represented. Cape Ann, Boston Harbor and East River fleets did
not send representatives, but did check in via e-mail. Three fleets, Great
South Bay, Mt. Desert Isle and Casco Bay have not been heard from and are
presumed inactive.
3. Reading of minutes of previous year's meeting
was waived.
4. 2004 Schedule:
4.1 - District’s at Seawanhaka
Y.C.; Larry Cole reported on the progress of organizing the District
Championship at Seawanhaka Y.C. The NOR, SIs and Entry Forms are ready and are
posted on the District Web Site (www.starclass.org/d1).
The PRO of the race committee has been selected.
4.2 – Plans for the multi-class
regatta at Larchmont Y.C. on the Columbus Day weekend was reported on by
Thierry de La Villehuchet. The trophy to be raced for is the Stanley K. Turner
Memorial Trophy, which began in 1946. Further information is forthcoming.
4.3 – Some discussion was held about future
plans for the Collegiate Star regatta. John Bainton mentioned that this event
has traditionally been sponsored by Fran Charles at M.I.T.
5. 2005 Schedule:
5.1 – The 2005 District Championship will be
held at Milford Y.C.
5.2 - Future District’s schedule will be
based on a linear rotational system. The
sequence of fleets, beginning with this year, is:
Huntington
Bay
Mid-Connecticut
Boston
Harbor
Narragansett
Bay
Central
Long Island Sound
Cape Ann
And back to
Huntington Bay Fleet. A District
Guideline which spells out how this system works is posted on the District Web
Site.
5.3 – The 2005 Master’s will be sailed at
C.L.I.S.
5.4 – The question of what 1st District regatta to designate
for 2005 for the Tri-District Series was not discussed.
6. Junior District’s: John Bainton felt that holding the Junior
District’s as part of the District Championship was a better option. This would
give the junior sailors a better view of Star sailing. For 2004 the Junior
Trophy will be awarded to the top junior sailor at the District Championship.
7. A brief discussion of the 2004 World’s at Rome and the 2005 World’s
in Argentina revealed little enthusiasm for attending either event.
8. The question of holding the 2011 World’s in 1st District
was looked at. Thorny Cook and Richard Gordon from Cedar Point Y.C. (C.L.I.S.)
said that while Cedar Point Y.C. could do much in the way of holding this event
they felt that this has to be a multi-club undertaking. Larry Cole was hopeful
that the District Championship this year at Seawanhaka Y.C. would enthuse the
club to also want to participate in the event. Thierry de La Villehuchet felt
that Larchmont Y.C. could also be called upon to help, as for example in
holding one of the dinners during the event. An effort will be made over the
next couple of years to come up with some solid plan which can be presented to
the Star Class administration, hopefully by 2006.
9. There was a brief review of the resolutions submitted for the Annual
Meeting. Fleets were encouraged to submit their proxies.
10. John Bainton reviewed of District Finances. From Ted Lavery there
is information that the District presently has approximately $2,000, and the
principal expenditure last year was paying for updating the Master’s Trophy’s
engraving.
11. District Trophy maintenance was reviewed. The idea was put forward
that perhaps the District Trophies should be gather together and delivered to
the appropriate District Officer at Winter District Meeting and the
maintenance, mainly getting the engraving updated, be done at that time.
12. A District Guideline has been created to help future District
Officers know what the procedures are for their various functions. This
Guideline is posted on the District Web Site and is open to periodic review.
13. The District Meeting was adjourned at 12 noon.
